1. Place raisins in a small bowl. Cover with warm water. Cover bowl with plastic wrap and let sit until raisins are plump. Drain any excess water.
2. In a large bowl, combine yogurt, lemon juice, vinegar, sugar and salt. Mix well with whisk until smooth.
3. Add cabbages, carrots and raisins and gently mix with a spatula to combine.
4. Let sit for 30 minutes for flavors to combine before serving.
